Austrian (?) flags and gathering in the NS-era?

Hello everybody,

I had a question regarding this photo, these flags and 'Trachten' on the photo seem to be Austrian to me? But clearly, taken in the NS-era?

Does anybody recognise these flags and to what extent was pre-Anschluss culture tolerated in Austria's new political reality?
