It is char. Generalleutnant Wilhelm Faupel , born 29. Oktober 1873 in Lindenbusch; died 1. Mai 1945 in Berlin (suicid).
1934 - 1936 Director an d 1938 -1945 President of the IAI (Ibero-Amerikanisches Institut) in Berlin -Mitte (19330-1941 - The second seat of the Ibero-American Institute was incidentally in the "Siemens Villa" in Berlin Lankwitz (1941 - 1977)).

I'm sorry - I did not think it was that hard. Here are a few pointers:
His nephew (son of his younger brother and Royal Prussian Lieutenant General Franz Günther Wilhelm Alexander Freiherr von ...) led the same surname and title, was promoted to SA-Brigadeführer with effect from 01.09.1933 and had been 2 months later transferred to the OSAF (Staff of Supreme SA leadership).
The wanted person himself was a german diplomat and most recently Vorsitzender der Deutsch-Ibero-Amerikanischen Gesellschaft (Chairman of the German-Ibero-American Society). In the picture above, he stands between the Staatskommissar (state commissioner) Julius Lippert and the previously sought after char. Lieutenant General Wilhelm Faupel.
Both - uncle and nephew - died one after the other in 1940 of natural causes.
(if it's still too heavy, then the surname is acceptable as an answer )

For clarification:
The "Uncle" in the photo above is Hans Paul Wilhelm Alexander von Humboldt-Dachroeden - from 1875 Freiherr von Humboldt-Dachroeden, born on 26.03.1857 in Ottmachau, Kr. Grottkau, Upper Silesia, Kingdom of Prussia (today Otmuchów, Powiat Nyski, Opole, Poland); died on 02.02.1940 in Wünsdorf. He was a son of Wilhelm Karl Theodor August von Humboldt-Dachroeden, born on 23.07.1823 in Wroclaw (today Wroclaw), Prov. Silesia, Kingdom of Prussia; died on 16.04.1867 in Ottmachau and his wife Hermine Franziska Wilhelmine von Werder, born on 30.12.1830 in Potsdam; died on 15.06.1903 in Ottmachau.
Professionally, he embarked on a diplomatic career in the Foreign Office: in 1887 he was vice-consul in London, 1893 consul in Moscow, 1901 Consul in Alexandria, 1905 Consul General in Cape Town, 1915 Deputy Consul General in Amsterdam and from 1920 to 1923 German Minister in Lima. After leaving the diplomatic service he was still active in the 1930s as chairman of the German-Ibero-American Society.
His nephew Rittmeister a.D. and then SA-Brigadeführer Alexander von Humboldt (actually Ernst Bernhard Wilhelm Alexander Freiherr von Humboldt-Dachroeden, born on 20.09.1886 in Berlin, died on 24.05.1940 in Remscheid, Reg.-Bez. Düsseldorf), he was from 25.11.1933 chief of staff at the head of the Abteilung I (Führungsamt) of the OSAF, SA Obergruppenfuehrer Friedrich "Fritz" of Krausser. In contrast to his superior, he survived the massacre of 30 June and remained from 01.10.1934 as SA leader z.V. Member of staff of OSAF until his death..
I find after all a certain similarity of the two is present.
