Does anyone have any information on this Sturm and where they would have been located?

Not sure of the Sturm, but the Standarte was based in Landshut in Group Bayerische-Ostmark. The other possibility is Standarte 16 "List" in Group Hochland

By mid-1936 there were five SA-Standarten with the number 16
