What are ranks? What do medals signify?

Are SA-Oberführer, both look like have red collar patches and kepi on top, in this case belong to SA-Group Staffs.
The second officer wears a Gau honour badge Thüringen, below this Iron Cross first class,
a Tyr rune on left arm identifies it with SA State Leadership School.
Identifying the ribbon medals of the first is more complex, at this time.

middle of the ribbon.
