Dear Gwar!

On your photo (with Hierl) is definitely not Hermann Kretzschmann. I will explain. He was not awarded the first class of the Iron Cross 1914 - only the second, but the Rudolf Roch was awarded.
In the photo it is clearly visible.

Obergeneralarbeitsführer Dr. William Decker, Inspector for education and training, Deputy of the R.A.D. for the R.A.D.w.J. poses during a visit, the man on the right, although fuzzy in the photo, seems to have a sleeve shield denoting Feldmeister School 3 (F-S 3) it is assumed that it is Bezirk School 3 (B-S 3) which could be one of three possible locations, because of the size of the photograph, I have decided not to watermark the picture, it is dated 1942 on the reverse

Michal78, the sleeve shield of the man on the right indicates Arbeitsgau XII Oberschlesien, the Generalarbeitsführer in that position was Bruno Heinz which this man resembles very much, von Wenckstern also was the commander at one point but usually von Wenckstern is wearing his PLM

I don't think the full photo reveals much. It was taken in 1943 in front of the Cathedral of St. Peter in Bremen.

Kriegsmarine Großadmiral, The man in the photo is still an unknown, perhaps he was the presiding Arbeitsführer in a local Abteilung..
