First let me say: This is a great forum! Thanks for sharing your informations!

And second let me ask: Who is the person in the front of this picture (it was already mentioned above): the older man in the blue or black (?) uniform without collar patches? Could it be someone from the diplomatic corps (perhaps the representative of the Auswärtiges Amt at the Reichskommissariat Ostland, his name was, at least at the End of 1941, Windecker)?

The man in front is NOT from the diplomatic corps but a Government official. Note the sleeve insignia. These insignias were only used by Government officials (the diplomatic corps only used them for short period in 1939). Other isn the photo are from Left: Dreschler, Rentelen, Lohse, Wittrock and Jeckeln.

Thanks! But which government agency could it be? And who could the man be? This black oder blue "civil" uniform was quite unusual in the Reichskommissariat, I think.

Landrat Römppler was Gebietskommissar Pinsk. In 1941 he was succeeded by Paul Gerhard Klein (from 1941). The stellv. Gebietskommissar and Stabsleiter was Alfred Ebner.
