I found photo with Hans Hingst NSDAP-Kreisleiter and Gebietskommissar Wilna together with Franz Murer SA-Stubaf. and commander of the Wilna ghetto.

What a strange image. Hinrich Lohse can be seen with a horse-shoe type insignia, not with the well knownm insignias of the Ministry of the Eastern Lands. Why?

Dear Pavel, what's the difference between both roles? I thaught that both were the same, and that the position as Reichskommissar of Ostland in the RMBO was a governmental position.

My doubt was that it was strange to me see Lohse with the same insignia that the "western" Reichskommisars (Terboven and Seyss) and Frank, and not withe the insignia of the RMBO. I thought that, at first, the RMBO had the same ranks insignia that the other ministries, and shortly after it had their own ranks insignia.

Maybe he gained his government rank earlier before RMBO was established, which means he wore the field gray uniform with horse-shoe insignia early before he got tailored RMBO uniform for himself.

Lohse was also president of the prussian province of Schleswigg-Holstein. Maybe it's the uniform of provincial pressident in wartime, and not the unifom of Reichskommissar of Ostland.

Lohse in his capacity as Reichskommissar in the RMBO, was equal to a State Secretary in the other Ministries. The RMBO was a MINISTRY just like any other. Hence the RK's were considered State Secretaries in that ministry. The use of a Govt't uniform was at the discretion of the wearer. In this case, he wore his Gov't uniform instead of the RMBO uniform. The RMBO should not be considered a separate entity but a Ministry like all others. They just happened to have a different style uniform much like the GovermentGeneral of Poland had its "brown" uniform. The real interesting thing is why the RMBO RK's were considered only State Secretaries when Seyss-Inquart and Terboven were Reichskommissars and were equal to Ministers ?? The title Reichskommisar seems to have carried a different "weight" depending on the ministry or departments. Other "Reichskommissar's" like Grohé, Henlein and others were not considered state secretaries nor ministers. Those who were considered State Secretaries and Minister equivelants, seemed to be at the prerogative of Hitler. Some were and some weren't !

Very likely a State Secretary rank but he had previously fell out with Heydrich when he was part of the SD Apparatus
