The 2 guys does not seem very happy... foreign diplomats expelled or in visit ?

They are 2 members of the hungarian government !
The scene took place in the Salzburg' station (Austria) the 14 th august of 1939.

Martin Bormann at far right?
Second from right: Perhaps Dr. jur. Friedrich Landfried, Staatssekretär in the Reichswirtschaftsministerium?
