Kiehl was sort of a "public relations" man for Ley. He wrote many articles and a couple of books about Ley. I guess one could also call him a "spokesman" for the Reichsorganizationleiter's office. He can be seen in many photos of Ley especially around the 1937-1940 period. He seems to have been less visible after that.

No idea on last rank as he seems to have disappeared from the scene. Not sure if he survived the war. His last rank known was a Bereichsleiter -- and he was also associated with the DAF.

I also find the other 2 officers(240, 241) stands with Robert Ley, Otto Marrenbach, Walter Kiehl on Hitler's 50th birthday.
In my opition, 240 and 241 are the same officer. 240=241
