Further to Wessel's note of 3 Jun 2017: Another photo taken at the same event is found on p.105 of "Headgear of Hitler's Germany," Vol. 3 (1998), by Wim Saris and Jill Halcomb Smith. The event was the opening of a fair in Königsberg on 11 Aug 1940 and other guests are seen in that photo, though Reichsminister Walther Funk is featured. He is clearly wearing no collar tabs and a PL cap. Apparently Funk was entitled to wear such a PL uniform without rank, though he held no position in the NSDAP -- apparently this is yet another example of the old adage: "Rank hath it's privileges!" To my mind, Funk should have been wearing the uniform of a Governmental Official, which is what he was.

Funk did indeed wear a Ministers uniform at times. But he also wore a RL uniform without insignia as you stated. There were several high ranking "leaders" that wore these type uniforms. Hermann Esser also wore a RL uniform without insignia. Although they were high ranking they never held significant ranks or positions within the party. Hermann Goering also wore a special party uniform at times without insignia especially at the Nuremberg rallies or at the Reichstag.

Just a guess, and I've never seen him from this angle, but could it be Hans Albert Hohnfeldt, former Gauleiter of Danzig (with black Gauleiter tabs, perhaps)?
Scratch that. Looking at his picture, I think not. Hohnfeldt had a "widow's peak".

Isn´t it wierd that nazi official with rank of Gauleiter sits between all others and not somewhere close to AH on the balcony? It seems to be Otto Hellmuth...
