I say it's Albrecht, yes, with black collar tabs of a former Gauleiter. 100%.

Just curious if it’s early or latter in the war - an interesting photo

I believe that it was taken between March and November 1941 ...as Hanke was promoted to SS-Brigadeführer in 03/1941 and von dem Bach was in Autumn 1941 promoted to SS-Obergruppenführer.
