Thanks for posting and welcome again.

I'm interested in the Steirischer Heimatbund and would like to know whether it existed to the end of the war? I've seen that at least it existed in nov. 1944. I would also like to know who its leader was at the end? Franz Steindl?

Regards
Halfdan S.

Steirischer Heimatbund (StHB) was established 10.5.1941 by CdZ Uiberreither's decree as the only political organisation allowed in Untersteiermark (Slovene Styria enlarged). There was no NSDAP in Untersteiermark as StHB was supposed to transform into NSDAP in the future.

StHB leader was Franz Steindl.
related topic:
Franz Steindl (SA-Oberführer), http://forum.axishistory.com/viewtopic.php?t=52725

For a short time Steindl's deputy was Hans Baron.
In prewar Yugoslavia parson Hans Baron was head of German Protestant community in Dravska banovina district which roughly comprised Slovene ethnic territory in Kingdom of Yugoslavia.

In Maribor Baron was deputy to Kulturbund leader dr. Lothar Mühleisen 1931-1935. Kulturbund was an organization of ethnic Germans banned in 1935 and allowed again in October 1939, when Hans Baron became regional Kulturbund leader in Dravska banovina.

7.6.1941 armed members of Kulturbund led by Baron seized power in Maribor and performed police duties until 24.6.1941. When German army arrived to Maribor 8.6.1941 Baron reported to the commander and sent a cable with greetings and thanks to Hitler. When Uiberreither arrived to Maribor 14.6.1941 and assumed power in Untersteiermark Baron greeted him and delivered public speech. In those days it was decided that Franz Steindl would become StHB leader and Hans Baron would be his deputy. Baron was in fact appointed Steindl's deputy but not for long.

Soon after arrests, deportations and executions of Slovene population Hans Baron warned that such measures would only lead to unrest and resistance. He was not opposed to annexation and germanization of Slovene Styria but he disagreed with using such violent measures to achieve the goal. In spite of his prewar credit he was soon put aside. In December 1941 he was not among those ethnic Germans who solemnly became members of NSDAP. 1.5.1942 Hans Baron and brewery owner Franz Tschelig wrote a ten-page letter to NSDAP main office in Berlin expressing their discontent and disappointment. In June 1942 StHB leadershio sent a negative opinion on Baron to CdZ Uiberreither. After that, Baron disappeared from public.

Additional information on Hans Baron is welcome.

The planned annexation of Untersteiermark to Third Reich was first postponed 1.10.1941. 14.10.1941 ministers Göring, Frick and Lammers signed a decree giving German citizenship to inhabitants of Untersteiermark (and occupied Carinthia and Carniola). The decree became operational in February 1942 after annexation of Untersteiermark was postponed to undefined time in the future.

By decree permanent and conditional StHB members were given permanent citizenship (Deutsche Staatsangehörige) and conditional citizenship (Deutsche Staatsangehörige auf Widerruf) respectively. Non-members were declared »protected persons« (Schutzangehörige) being under the protection of Third Reich while on its territory. At first it was planned to deport them but in 1943 it was decided to sterilize them.

As per 29.11.1942 there were 531.610 inhabitants in Untersteiermark of whom 27.059 were German citizens, 415.694 were temporary/condiional German citizens, 82.365 were »protected persons«, 5.536 were foreigners and 956 were people with no citizenship.

Giving occupant's citizenship to inhabitants of the occupied territory of Untersteiermark was illegal according to 4th Hague convention of 1907 (Convention respecting the laws nad customs of war on land - Art. 23, Art. 43 and Art. 45)

All male members of StHB of age 18 – 50 (at first 18-45) became members of Wehrmannschaft which was an organisation established by StHB.

No, Steindl was not the leader of StHB on the ocuppied territory of Slovenia that was under German control. He was leader of StHB in Untersteiermark (Slovene Styria enlarged) only.

The above list of Wehrmannschaft units was copied from Ljubljana state archive’s web site and gives only those units of which the archive holds documents. For information on Wehrmannschaft units see

Baron’s name was given as Johann by his collaborator in Kulturbund Rudof Holzer.

Holzer wrote (in 1944) that when Hitler arrived to Maribor 26.4.1941 he talked with Baron and met other Kuturbund leaders in a castle hall.

When Kulturbund was merged in Steirischer Heimatbund Rudof Holzer was given no leading position because he was considered narrow-minded and extreme by his ex collaborators.
