Hans Heinrich Lammers' portrait

Good evening,

just a quick question regarding a portrait of Hans H. Lammers I stumbled upon.
Can someone please confirm if it's him? I know by photographical evidence that he wore a moustache for a brief period, but I am not sure about this portrait. The rank is the same of the period he wore the moustache, but his key feature, the bulging eyes from Graves' disease are missing. Maybe the artist tried to "embellish" him?
