It's NSKK-Obergruppenführer Herbert Schnüll.
By the way, later he was also awarded with the Kriegsverdienstkreuz I. Klasse mit Schwertern.

Sorry but that is not Herbert Schnull. I have never been able to identify this man. I have seen him in photos with Schnull so it can't be Schnull.

Yes, Mark, you are right - it`s not Schnüll.
I have another photo of this unknown NSKK-Ogruf. was taken in Düssedorf 20.03.44 - might be this help with his ID?

Perhaps Hans Klug (born 18.04.1901), Führer of NSKK Motorgruppe Niederrhein from 01.04.1943...
I don't have a confirmed photo of him for comparison, though.
