Insignia - Amtsleiter ?

Is this man in the centre an Amtsleiter or Keisleiter ? Its a US NARA Kriegsberichter photo.

It is impossible to tell without knowing who the man is. Amtleiter insignia is in silver and Kreisleiter in gold. Based on the lightness of the tabs, I would bet on Amtleiter. But that is just a guess.
