Unknown Gov't of Diplo Official with Hitler in the Vosges

Would anyone know the identity of this Gov't/Diplo official who was photographed from the side standing with Hitler, Keitel and Heer Armee commander GenObst Dollman at a pass in the Vosges mountains? The photo is from the Hoffmann photo book "Mit Hitler im Westen". Thank you]

Many thanks. What was the purpose of having the Chef d. Kanzlei with Hitler at HQ on the Western Front? Did Hitler insist that his Kanzlei accompany him during this time and have offices in the Felsennest?

Otto Meissner was born on 13.3.1880 at Bischweiler (now Bischwiller - Bas Rhin) in the former Reichsland Elsass Lothringen (Alsace Lorraine annexed to Germany by the treaty of Frankfurt a Main). His father was an official of the Reichpost and his mother was alsacian. His wife had too an german/alsacian origin. He was the author of a famous book "Elsaß und Lothringen, Deutsches Land", Berlin, 1941
