This is a very low ranking person in any ortsgruppe -- rank known as Stützpunktleiter. It was basically an adjutant or deputy to an Ortsgruppenleiter. But he does appear to have the Golden Party Badge.

Not a Gauleiter. He is a Bereichsleiter at Kreis level. Armband seems to indicate he maybe a Kreisleiter, of which there were well over 900 men who held this rank with the 1939 uniform as shown here.
