Party membership in the Military?

So, I've been shown a document written in 1935 that essentially prevented military members from being party members. However, I found a citation from a book written by historian Richard Evans that roughly 1/3 of all junior officers and about 30% of all senior officers were party members by 1941. Can someone give me sources proving the acceptance of members into the party or further explain this strange confliction of law and practice?

Do you have any idea what was the document you were shown? Was it a copy of an NSDAP decree? And what was the documentation that Mr. Evans provided for his assertion?
