This thread identified the second man from the right, front row, as Commichau. I have seen that as being ID'ed as him as well from a Czech site. The pic I posted below is from our forum, I believe originally from a Norwegian archive that somehow isn't working anymore. Someone id'ed him as a träger of the German Eagle order. In fact it may well be the PLM, as the Order of German Eagle normally goes to politician/diplomats and not to RAD members. Commichau was the only other PLM RAD general besides v Wenckstern. He certainly looked like the blurry Commichau in the aforementioned thread.

As we all know, Commichau died not long after Heydrich's assassination. Does anyone recognize who was his successor as RAD general in Bohemia? In the group pic with Hierl, looks like Schaal on the extreme left. Caption said date was 24.06.44.

This is a 1940 dated RAD High Leader Fritz Schinnerer, Führer des Arbeitsgaues W. signed and dedicated photograph...

The personal greeting and best wishes to a soldier named "Rott" is dated 30.5.40...

After a little more research, the Man with K. H. Frank could be Triebel, Gauarbeitsführer Warthegau West. There were 2 gaue in GG, the other being Warthegau Ost under Consilius and it was not him.

Dazu das Übersendungsschreiben ("RAD - Der Führer des Arbeitsgaues XV - Sachsen") vom 7.8.1939 mit Unterschrift eines Adjutanten und Feldmeisters. Eigenhändige Tintenunterschrift "Baumann" des Gauarbeitsführers Bayern auf Portraitpostkarte in Uniform als Generalarbeitsführer. Dazu das Übersendungsschreiben ("RAD - Der Führer des Arbeitsgaues XXX - Bayern-Hochland") vom 12.8.1939 mit Unterschrift eines Majors a.D. Album II, Pos. 48 und 49.

I have ObstAF Bruno Heinze as Gauführer for AG XII in 1937/38. Do you know if Schneider was his successor?

Johannes Schneider is confirmed for war period (NS Jahrbuch 1942). No idea upon date of change.
