The first one, I think, is Martin Eisenbeck (Arbeitsgau I) and the second one is Günther Arndt (Arbeitsgau XI).

There were only a few Generalarbeitsfuhrer's for Arbeitsgau I Ostpreussen, the traditions badge seen being worn on the individual to the left was introduced on 20-4-1938, that is a late year for the RAD if it isn't GAF Krause, it has to be GAF Eisenbeck

1.The man on the left (between Hierl and Arndt) with the Ostpreussen gau traditions badge is not a RAD-Generalarbeitsführer at all.
It can be any RAD-officer from this Arbeitsgau who wears this traditions badge. Also pay attention - his collar patches are lighter, silver (not gold) in color.

Andrey, I have read (not officially) that this individual (pictured) was the successor of GAU XXXVIII somewhere between Leitner and Commichau ? Gau XXVIII Franken was held by Schinnerer, then vacated and passed to Henrici who then was Generalarbeitsfuhrer of XXVIII and Schinnerer was the Generalarbeitsfuhrer of XXXI Koln-Aachen, am I missing something ?
