Hi Michal,
I don't see a NSDAP membership badge on the uniform. Is there one under the wording on the photo ? Not all officials were party members of course.
The uniform looks to be that of a low level political leader, probably Kreis level, but I cannot make out if the armband on the left arm has a golden band around it which would make him of higher rank. I do see a medal ribbon bar but it is obscured by the wording unfortunately.
