hitler's order creating the generalgovernment
here is hitler's order of 12/10/39 creating the generalgovernment

1.Administration
Decree of the fuhrer and reich chancellor concerning the administration of the ocupied Polish teritories, october 12,1939
In order to restore and maintainpublic order and public life in the occupied Polish territories, i order:
Section I
The territories occupied by German troops shall be subjected to the autority of the governor general of the occupied Polish territories, except in so far as they are incorporated within the German reich.
SectionII
1. I appoint reich minister Dr. Hans Frank as governor general of the occupied Polish territories.
2. As deputy governor general i appoint reich minister Dr. Seyss-Inquart.
Section III
1. The governor general shall be directly responsable to me.
2. All branches of the administration shall be directed by thr governor general.
Section IV
The laws at present in force shall remain in force, except so far as they are in comflict with the taking over of the administration by the German reich.
Section V
1. The cabinet councilfor reich defence, the commisioner for the four-year plan, and the governor general may legislate by decree.
2. The decrees shall be promulgated in the Verordnungsblatt fuer die besetzten Polonischen gebiete.
Section VI
The chairman of the cabinet council for reich and commisioner for the four year plan, and also the supreme reich autorities, may make the arrangements required for the planning of German life and the German economic sphere with respect to the territories subject to the autority of the governor general.
Section VII
1. The cost of administration shall be borne by the occupied territory.
2. The governor general shall draft a budget. The budget shall require the approval of the reich minister of finance.
Section VIII
1. The central autority for the occupied Polish territories shall be the reich minister of the interior.
2. The administrative decrees required for the implementing of the present decree shall be issued by the reich minister of the interior.
Section IX
1. The present decree shall come inti force as soon as and to the extent to which i withdraw the order given to the commander in chief of the army for the exercise of military administration.
2. Autority for the exercise of executive power shall be the subject of special provisions

many thanks to andie for his posting about the sa in the generalgovernment.
however i will be thankful to know further the organization of the sa:
1.was the sa there organized as an obergruppe?
2.was hans frank the obergruppenfuhrer?
3.what were the sa sub unites there?

I own several books upon Generalgouvernement from 40's
no one show any symbols
Generalgouvernement had a down status in regard of Protektorat because there is not polish gouvernement :
polish people serve in various administration (post, railways, police...) but not at leading post.
The organisation of GG is made by german and for german interest.
polish where here to serve and not to lead.
politically Generalgouvernement was an "arbeitsbereich der NSDAP"

all this info is mind bogeling (sp)...my german is not good...actually it is non existant...so most of the organizational names and ranks and positions and such mean nothing to me...which is a shame coz im very interested in this topic...perhaps it can be made general practice on this forum that after any german or foreign words that are not blatently obviouse an english equivelent can be given in bracets...just for the uneducated like me...just a suggestion.
