Someone knows what is that?
It is 4 cm in diameter, closes with a magnet and smells like cigarette ash.

To me it looks like a mold for pressing pipe tobacco. Maybe a smoker could tell why pipe tobacco is pressed to form a hard cake.

Looks like a “herb or smoke grinder” used to grind a “herb”, tobacco etc. The teeth should fit so they don’t collide if you turn top and bottom opposite each other.
Might have been used to grind tobacco leaves etc. or maybe even collected cigarette buds. Anyway looks alot like a grinder of some sort.

I totally agree.
I too think it is a grinder like it is still used for weed today.

Yep. Device like that is used to grind up weed buds these days. No iron cross in the bottom though
