I agree with ljadw,

This seems to have been something of a paper tiger, amounting to little more than a list of like-minded names, the peripheral involvement of self-promoting celebrity Nazi Otto Skorzeny and a few small arms of indeterminate number.

Of more interest is the post-war political aspect, in which the likes of an anti-Nazi such as Adenauer and US-employed former Nazi-era intelligence chief Gehlen, were aware of the project and were either indifferent to, or mildly supportive of it.
