They look are based in a Ford chassis, but with a two axles in rear wheels. I tought that the chassis were could originally be made in the dutch Ford Factory, could be with sussex type wheelbases, or made with imported chassis from England and with a local (german? belgiun? french?) cab an tanker body.
While the tanker bodies are different, the windshield and cab are the same. the engine radiator cover is different, one it looks to have a 1937 Ford BB V8 truck type (despite being covered), and the other the normal Ford V3000 engine and radiator cover, a hint to one-off purpose built vehicles...

Interesting post. I have nothing further to add except thanks for the V3000 tanker pic, although to me it doesn't look like a Kfz. 384 (or as the caption says Sd. Kfz. 384). The cabs look Dutch to me, the Belgians seemed to go more with an Art Deco look, but I'm just guessing about that as I'm not an expert in BENELUX cabs.
