Well spotted, not a common type, the Romanian uniforms were a strong clue. About 80 produced, seemingly uniquely for the Kingdom of Romania.

I think that the car is a Czech Aero 662. A very tight fit for two fully grown men, not suited, I think, to military use. I doubt that it survived long in their "care"!
