Does anyone know why this PzKpfw IV has two sets of numbers, seems unusual to me

It's not that unusual, I've seen plenty of examples of split numbering, strangely all on MKIV's ( ).
Most though not all Panzer units used the 3 digit numbering system as youre aware. So in this instance the number 811 or 118 will represent 8th Company 1st Paltoon and No 1 Panzer within that platoon or 1st Company 1st Platoon and 8th Panzer within that platoon
