Hi Pz III,
very interesting quiz question, but not so difficult for me as a German. Because these mini tanks were built in Germany, more exactly in the former GDR (German Democratic Republic) by the so called department "Rationalisierungsmittelbau" of the VEB Stickstoffwerk Piesteritz in the town Wittenberg. Owner of these mini tanks was the "Station junger Techniker und Naturforscher".
