The leaping horseman symbol was the badge of the The 1st Cavalry Division (German: 1. Kavallerie-Division), formed in October 1939. It fought in the Netherlands, Belgium, France and on the Eastern Front. It was officially transformed into the 24th Panzer Division in late 1941.
So they carried their old insignia over when they transformed into a panzer div, and the new official Arrow symbol was never as popular. Tradition, pride, heritage etc. All very important to the military, especially aristocratic units like cavalry. I think 24 PD tankers never adopted the rose color waffenfarbe, they were uniquely allowed to use the yellow of the cavalry branch.
