I agree it's British. A Wolseley 14/60 I think.

It can be French Latil TAR 4 or TAR 5.

the two tractors of the cannons could be the predecessor of the Latil type TAR 4 or 5, the type TAR. Here a pic of this type.

Sorry, I was a little rushed to answer. Judging by the shape of the cargo platform, Bert is right - this is Latil TAR.

I agree that it is Austrian, but I think Austro-Daimler ADGR, very similar trucks.
