I would say by the 4 section bonnet louver styling it's a Vivaquatre for sure: The only combination of vertical grill bars and free standing headlamps I believe are on the 1938 model year (Type BDH-1).

to Your first pic: it is an ambulance with a special, very simple bodywork on a car modification. I think it could be an American car like this Plymouth with the same bodywork. But I cannot ID this vehicle.
