I think it's a Krupp. IMO the front wings of the Henschel are not as "curvy" and the rear mudguards have not so sharp corners.

I'll second Max. IMHO from this point the only sure ID areas are the wheel hubs and on your pic they are typical Krupp.

I do not think it is a Belgian flag, the stripes are horizontal not vertical and the colours look wrong. Perhaps the Netherlands?
The car appears to be a 1939 Mercury 99A. Another interesting point is that the British solo outriders, and some of the guards on the steps, wear brassards with the Francophone "PM", or Police Militaire, rather than the English language "MP" or Military Police. The civil police do look to be Belgian or French, as do the motorcycle combination riders.
An altogether curious photo, thank you for posting it,

Thank you Kerryboo and Markus. Luxembourg... there's a thought. It is odd isn't it? The non British outriders do look French, the kepis are ... well... debatable. Thank you for the car ident, that might provide a clue. At the back, to the immediate left of the doorway there are three military types and what looks to be a policeman with an oddly British -ish looking helmet, that might provide a clue as well. After another hunt I think you're probably correct Markus, the police British style helmet and kepis and the PM brassards are correct for Luxembourg. Now to find a high level British visit just pre WWII.

About the previous interesting picture of

Churchill visited Luxembourg post ww2
and looking a bit closer it is a rather
"big" man wearing the top hat on the back seat.
