There is a document- "Beurteilung des Kampfwertes der Divisionen nach dem Stand vom 20 Juni 1941"- that assesses the combat value of all German field divisions (Heer, Waffen-SS) on 20 June 1941.
Do members have this document or can point to an exact reference where it can be accessed at NARA?
In the Germany and the Second World War (Vol. 4) book, the combat value of the divisions for this date is presented from that document, showing the No. of divisions that were fully fit for offensive operations, all the way down to the divisions that were fit only for occupation duties. However, it does not show the exact divisions and the categories to which they belonged.
My main question is- does that document, outlined above, give a complete breakdown, showing which particular divisions belonged to the category of fully fit for offensive operations, divisions of somewhat lesser offensive strength and so on?

The file is RH 2/427 which is OKH/GenStdH so would be equivalent to NARA T78, which is not fully digitised. However, the file from Freiburg is digitised online, so you can check yourself: https://invenio.bundesarchiv.de/invenio ... 8dcd5cdc3/
It's possible the document migrated into one of the subsequent files (RH 2/428 or 429) but those are also digitised, and include further documents about 'Kampfwert' which are either duplicates or compare the 1942 situation with the pre-Barbarossa evaluations. These three files are found in the Operationsabteilung section and are very interesting.
