The Combined Arms Research Library at Fort Leavenworth, Kansas, USA, provides access to an impressive collection of digitized materials related to the Second World War. As might be imagined, most of these relate to the US Army. However, there is also a good deal of German material, particularly reports created under the auspices of the Foreign Military Studies program.

Please note that the Foreign Military Studies material is spread throughout the collection. Thus, the trick to finding particular reports is to draw search terms from the descriptions found in the Guide to Foreign Military Studies 1945-54 Catalog and Index.

A lot of the US Army material in Carlisle has been moved to the Army Heritage and Education Center (AHEC).

AHEC has a considerable (though, alas, incomplete) collection of manuscripts created under the auspices of the Foreign Military Studies program. The German originals of these documents form a discrete collection, which is kept together on a specific set of shelves. (To find this, search on the phrase '"Foreign Military Studies" German'.)

The English versions of the Foreign Military Studies manuscripts are treated as individual works and, as such, distributed throughout the library. To find them, use the Guide to Foreign Military Studies to find the author and title for the manuscript in question and search for it as you would a book.

I just double-checked the link, using an ordinary (non-government) computer hooked up to an ordinary (commercial) internet service provider in the United States.

Could the difficulty lie with the location of your computer?

Nah, the average American institutional website managers aren't that clever.

The problem with AHEC is that like most government installations they get a new military CO/political appointee who wants changes to put his mark on the organization...like a dog or cat peeing to mark their territory. So USGOV websites get "updated", "are given a fresh look", or are "functionally improved to benefit the user" every two to three years and in the process all old links - internal and external - are broken or corrupted, the interface is made more complex because complex demonstrates the importance of the content and so on. The AHEC website is further complicated by the nature of its public-private "cooperative" nature - it is a non-profit linked to a government entity. When the center first opened 15-odd years ago the staff were almost pathetically eager to have visitors and happy to please - they are in the middle of nowhere and overshadowed by Gettysburg after all. The first time I visited Dr. Richard Sommers was actually manning the information desk (sadly he dies just last year, wonderful guy). Since then the "command directive" has evidently become "block access for any excuse, be surly and more 'government civil servant like'" - even though they are not truly a USGOV entity.

The only two USGOV websites I know of that have not gone that route - or at least not as far as AHEC - are CARL and the MCOE Donovan Library. The Pentagon library website is nearly unusable due to an arcane interface and nearly useless search engine. Ditto the LOC and NARA...NARA has redone their online catalog so many times it is almost impossible to fight through the layers of useless links to find anything...and even if you do you must realize that the catalog entries have absolutely nothing to do with how the material is actually filed or requested when you do get to the Archives.

It makes TNA and BAMA look like the most user-friendly archives on the planet, which is saying something.
