Help! Indentify this sea biplane!

The sea plane is very similiar to Yokosho Ro-go Ko-gata H , but something different in cockpit: higher than usual. Some modification vesion?

Hi!
If I am not terribly wrong this is a Short model 184 seaplane - from WW I period.

The floatplane in the photo is definitely the Yokosuka Ro-go Ko-gata, not the Short 184, because it lacks the large rectangular radiator above and behind the engine seen in the Short 184, 310, and 320 floatplanes and the shape of the vertical stabilizer is different from that of the Short 184.
