That's a great find, Greg! That document is new to me and I examined most of the SS and Luftwaffe documents on NARA microfilm and at Freiburg. This goes to show that there are still some real gems to be found in the eastern European archives as well as the main and regional archives in Russia.

I just did not understand from what exactly this archive is a document?

The papers are a file record by Heinrich Himmler confirming the orbat of Fg7 under SS control in 1943. Initially, in 1939 aircraft were assigned to senior SS personnel, from Hermann Göring, on an individual basis. The request coming in letter form from Himmler to Göring. For the attack on the Soviet Union aircraft were assigned to the HSPPF officers commanding forces behind the army groups. This system was formalised in 1942 under the Bandenbekämpfung directive and in 1943 Himmler was required to account for the aircraft under his control. The Stukas would later feature in the destruction of Warsaw uprising in 1944.
