Luftwaffe in Sweden August 1938 - unknown general

It’s August the 29th 1938, 1100 local time. The Luftwaffe JU-52 has just landed at the Ljungbyhed air base in the very south of Sweden. Milch and Stumpff have just disembarked the JU-52 and are just welcomed by the chief of the Swedish Air Force and his chief of staff.
At this time Milch was General der Flieger and Stumpff general chief of staff at Luftwaffe.

However the group photo shows a third Luftwaffe general, fourth man from the right. For me he is unknown, but maybe somebody at the forum recognize him? In 1938 there was not so many generals in Luftwaffe, or?
