Depends on the year. Are you asking because of a signature on a document?
From 1933 to 1937 Chef of Personalamt/RLM was Hans-Jürgen Stumpff who was a Generalmajor in 1936-37.
From 1939 to 1943 it was Gustav Kastner-Kirdorf. He was a Generalmajor from 1st June 1938 to 1st January 1940.
After him it was Bruno Loerzer until December 1944 but he wasn't a Generalmajor at that point, he was promoted beyond that rank in 1940.

Sometimes you see the signature of Generalmajor Karl Barlen signing on behalf of Kastner-Kirdorf.

Yes he signed a rank Pilot Badge attribution on May 1939 and a Bomber clasp attribution in April 1942.

This is Kastner-Kirdorf's signature. The first one is hand signed and the second one is the more commonly seen facsimile version.
