Afaik gl typically means geländegängig, "cross-country".

Not geländegängig probably- According to http://www.ww2.dk/ground/flak/flargt411.html II./Flak-Regiment 411 was le. mot. Sf.

yes, but GL looks like something unusual to standard Flak units...

Generalluftzeugmeister would make sense in e.g. the administrative branch but very little for a standard unit.
