The need of the Romanian Royal Air Force for a short range recon/light bomber airplane was materialized in the IAR-37 biplane. It proved to have some design short-comings, most notably in the powerplant. Even so 50 were ordered in 1936. The airplane was not well liked by the pilots, mainly because its lack of power and erratic maneuvering.
Because there weren't enough IAR 14K II engines, the airplane was redesigned to incorporate the 700 HP BMW 132A engine. The result was the IAR-38, which passed the acceptance tests and 75 were built.
The IAR-39 was the final version. It incorporated further airframe refinements and more aerodynamic cowlings. It was powered by the 870 HP IAR 14K II engine. When the more powerful IAR 14K IV engine became available it was fitted on the IAR-39. The new model was called IAR-39A. In 1940 the production was moved to the SET factory, because the IAR factory needed to concentrate on the IAR-80 fighters and JRS-79B bombers.
