To Victor: He-114 in Romanian service
Hello.
You have a short article about Romanian He-114 in Your Romanian Royal Aeronautics page where You mention the controversy between foreign and Romanian sources about the date when He-114 planes entered service in Romania. As these planes that were sent to Romania operated from Estonia before I thought I will sent You data I found about them in a book written by Estonian historian Mati Õun about Luftwaffe airplanes.
According to him the He-114 served in summer and autumn of 1941 on the coastal areas of Latvia and Estonia. But at the end of 1941 these planes were collected from these region and were sent to Romania. The Romanian government bought these planes for their naval air forces and they were used on the Black Sea - perhaps until the end of 1943.

This book is not very thorough study about the subject but gives general overview about the planes used by Luftwaffe - so it can´t be taken without the grain of salt. On the other hand mr Õun is quite good in Estonian history - most of his books have constant links to how an historical event is connected with Estonia - and this book also tries to give data if and how any plane was connected with Estonian history. So I tend to believe that his claim about the He-114 being sent away from Finnish gulf region in 1941 is correct. On the other hand I can not take seriously the claim that the planes were only used until 1943 - they were not that old models that Romania should have pressed them out of service by that time and with the time needed to train the crews that would leave only about a year or so for their service length.
So perhaps the planes were sent away from here in the end of 1941 with a destination to Romania. But perhaps they were sent there first as a part of some german unit and later given to Romanians? Or they were sent there and the training of the crews took some time and they entered active service not in 1942 but 1943?

He 114 in Rumania
The only way to certainly establish if the mentioned He 114 seaplanes were indeed moved from Estonia to Rumania is to find out the airplanes' Werknummern.
I researched the complete list of construction numbers of all He 114s in Rumanian service; therefore, I could verify this theory. Without this, any other suggestion would be pure speculation only.

Eight of the 24 He 114s delivered to Romania outlived WW2 and served Romania until 1960, and in 2012 a Romanian Heinkel He 114 was found at the bottom of Lake Siutghiol by divers (https://www.cugetliber.ro/stiri-evenime ... aul-201060).
