Is it possible that this is Admiral Hans-Georg von Friedeburg?

He was promoted Konteradmiral in 1942. And what about the british admiral next to him ?
Most probably von Fischel with Ciliax on the right during de SCW.

I think you are right! It really Hermann von Fischel. Especially since that together with this picture there were many other photo of Otto Ciliax. In appearance von Fischel and von Friedeburg were little similar. But I did not pay attention to the discrepancy between rank of german admiral and the presence of a British admiral.
