Again, the circumstances often tell more than just the outer appearance, at least for me. So would you share from which clip the stills come and when or where it was taken?
There are times in history when staying neutral means taking sides.

I wished I knew the "circumstances". Those two shots were chosen because I thought they were the clearest ones among the quite a few youtube clips that show them. Particularly they are from a film numbered M 1328 in the www.archi-akh.de webb. www.archiv-akh.de/filme?utf-8=%E2%9C%93&q=general#147

In these clips are a few identified generals (KNOBELSDORFF, OBSTFELDER, Hanskurt HÖCKER,Admiral von SCHRADER, Gen.d.Flieg. FOERSTER).
It appears that all those generals had been summoned to the AH headquarters sometime in the first half of 1944.
This is as much information as I can give you.

What's that for a strange "Agentur"? I never saw a clip pieced together from such a variety of unrelated snippets. You're right, this is of no help.
