Is the general marked with a cross could it be Generalmajor Hans Speth?

Verleihung des Deutschen Kreuzes an der Ostfront. Der Führer einer Division verleiht an vor dem Feind besonders bewährten Offizieren das Deutsche Kreuz.5.11.1941

Thanks! That would narrow the time frame for the photo to between May 1935 (introduction of the Reichsadler on the uniform) to the fall of 1937 (before the winter months and von Blomberg's removal from office).

You can narrow down the timeframe from April 1936, because Blomberg is already a Generalfeldmarschall, as can be seen from this video taken on the same event, which show his Marschallstab:
