Great find! This is only the second photo of Sümmermann that I know of.
There are times in history when staying neutral means taking sides.

The admiral behind Raeder is Iwan Christian Hermann Oldekop.
I don't recognize the admiral next to Raeder. He is a Kaiserliche Marine admiral.

Is this general on the left hand side of these two pictures General Major z.V. Karl PRUEGEL, FK725 in Zagreb, Croatia?
I have not seen any picture of this gentleman.
