Agreed on SCHAEWEN. I do not think the other general be STENGLEIN.

I would say the unidentified Luftwaffe general is Schmidt, August (Emil Victor Johann).
Anyone agree with me?

Who is the General (heer) with CHRISTIANSEN on this picture? I hope the writting on the back may help.

I assume this could be a misspelling of GL Gerd Scherbening who commanded Division Nr. 406 in Wehrkreis VI just adjacent to WB Niederlande. I don't know whether he belonged to the staff of OB West at any time.
There are times in history when staying neutral means taking sides.

From the appearence he looks like GL Gerd Scherbening even if the assigment of his unit remains a mystery in this connection!
