Thanks for all the help guys - regarding the still unidentified Luftwaffe general on page 510, here are some more photos of the same man, perhaps that helps.

I would say the unidentified Luftwaffe general is Schmidt, August (Emil Victor Johann).

I assume this could be a misspelling of GL Gerd Scherbening who commanded Division Nr. 406 in Wehrkreis VI just adjacent to WB Niederlande. I don't know whether he belonged to the staff of OB West at any time.
There are times in history when staying neutral means taking sides.
