Yes, he is.

It seems that he wears a neck decoration too. So, its possible that the grade of the Colonial Order of the Star awarded to him was Grand Officer.

Attached are two photos from Film und Bund (issue 15 Feb 1941). Both are from 8 Feb 1941. The first photo shows GL Hermann Reinecke and lists the Heer officer on the right as GM Ziegler. Reinecke is obviously correct. However, I'm not sure about Ziegler. The three Zieglers who were Generaloffiziere des Heeres: Heinz (not GM until 1 Jan 1942), Wolfgang (suicide in Oct 1939) and Hermann (the pictured officer does not appear to be old enough to have been born in 1869).

In the second photo (from the same event) are Reinecke and Luftwaffe GM Günther Ziegler (obviously in a Luftwaffe uniform which is different from that seen on "Ziegler" in the first photo).

Is it possible that the person listed as Ziegler in the first photo is misidentified? He looks like then-Oberst Wilhelm Burgdorf (then commanding Infanterie-Regiment 529) to me. If it is him, why would he be there on that date?
