I don't think it's a handover ceremony.
Compare the dates:
Ziegler was "Military-Economics-Leader and Armaments-Inspector Ukraine, Caucasus and Eastern Territories (00 Dec 1941-18 Oct 1944)", while Fürbringer was "Armaments-Inspector Eastern Territories (01 Nov 1942-30 Jun 1943)".
*Source: geocities site (that's why the postion names are not in german).
They both were at their positions at the same time. Perhaps Ziegler was for Heer and Luftwaffe Armaments and Fürbringer for Marine Armaments?
I am not familiar with this topic, it's just a guess.
Maybe Gregg (graveland) can confirm their identities for us.
They are Braemer and Werner Fürbringer, that´s for sure. Unfortunately, we can not see the face of the Luftwaffe officer, but it must be him, as documented by Dieter & askropp.

I don't know who left, because whose who left cannot be seen on the photo. :lol:

(Sorry, but I couldn't resist. In @4, Göring is accompanied by Milch.)

Is it known when and where the photo was taken? Obviously they were either captured or imprisoned together.
There are times in history when staying neutral means taking sides.

@39 Who is the Konteradmiral on the right? The photo description reads: "Commanding general of German Army Group G Blaskowitz inspecting defenses in France, June 1944"
@40 Who are the 2 admirals with Raeder? 1 ???, 2 Herman Densch ???
@41 Who is this admiral behind von Ribbentrop? Thilo von Seebach on the right. The admiral seems to be wearing a neck award.

@39 I would say this should be Heinrich Ruhfus, Seekommandant französische Riviera.
