I am sure 100%. Take a look at his ribbon bar. Besides, he is wearing the Verwundetenabzeichen (Marine) below the EK 1. And his goatee, of course!

If you say you are 100% sure then I believe you. If the photo was better quality we could look at his patch above the rank stripes: if it is a star then it couldn't be Bettenhäuser because he was an (Ing.), but if it is the little wheel then it would confirm it is Bettenhäuser.
But never mind that, I agree with you that it is Bettenhäuser (like you said, the ribbon bar is pretty small since Bettenhäuser had only 4 medals on his medal bar + the Verwundetenabzeichen (Marine), it was hard to ID this award because of the low quality, it could also look like the Kolonialabzeichen).
Now, only the Vizeadmiral left is unknown.

Hi,
I agree with Gregg - the medals match, the goatee matches, and the building in the background bears a strong resemblance to the pictures available online of the Kiel Naval School.

What about Vizeadmiral (Ing.) Hans Fechter? As Inspekteur der Schiffsmaschineninspektion, he was Bettenhäuser's superior.
There are times in history when staying neutral means taking sides.

I thought about Fechter too. But after looking at the photos of Fechter I personally don't think it is him.
But I may be wrong.

@45: Who is this admiral on the left?
@46: Who is this admiral on the left? (the same admiral from photo 45?)
I think photos 45 and 46 show the same admiral.

@8: unknown Luftwaffe General. I am asking myself if it could be Bernhard Waber. He owns no EK1 which would be a clue for a former Austrian. And he is wearing two ribbon bars, as Waber did. EK2 with Wiederholungsspange would fit too for Waber.
