the uniform buttons look like Kriegsmarine to me. That also may explain the u-boat badge on his breast. So a Kapitän zur See?

The signature appears to be Matthias or Matthiash. Any takers?

Kriegsmarine, ... I didn´t see it. Now I can completly read the signature.

It is the later Konteradmiral Wilhelm Matthies.
